Gulf (GCC) NRIs — Advisory Guide

Who this guide is for

This page is for Indian citizens living in Qatar, Saudi Arabia, Kuwait, Oman and Bahrain. If you live in the UAE, our Dubai and UAE guide covers the same ground. If you hold a foreign passport, check the NRI and OCI property rules guide first: the RBI FAQ treats Overseas Citizens of India (OCIs) like NRIs for buying property, while most other foreign nationals need prior RBI permission.

The rules in brief

The RBI FAQ on purchase of immovable property (updated 6 April 2023) says NRIs and OCIs may buy property in India from a resident, an NRI or an OCI, other than agricultural land, farmhouses or plantation property. Payment has to be received in India through banking channels or come from an NRE, FCNR(B) or NRO account. For residential property, sale proceeds can later be sent abroad for not more than two properties, subject to the conditions in the FAQ.

Working across Gulf time zones

India is 2 hours 30 minutes ahead of Qatar, Saudi Arabia, Kuwait and Bahrain, and 1 hour 30 minutes ahead of Oman. That leaves a usable overlap for evening calls after work in the Gulf. We schedule video walkthroughs in that window and send recorded walkthroughs you can watch later with your family.

How the purchase usually runs

A short video brief on budget, area and timing; a shortlist with recorded walkthroughs; an inspection by you on a visit or by family members in Ahmedabad; document and RERA checks; a payment plan agreed with your bank; then agreement and registration in person or through a power of attorney. PIKORUA handles the property side. Your lawyer, chartered accountant and bank advise on legal, tax and payment questions, including how a sale would be taxed in India.

Common Questions

Advisory FAQ

Everything you need to know about buying property in Ahmedabad as an NRI — from FEMA rules to repatriation of funds.

Can an Indian working in Qatar, Saudi Arabia, Kuwait, Oman or Bahrain buy property in Ahmedabad?

Yes. An Indian citizen living outside India is a Non-Resident Indian (NRI) under India's foreign exchange rules, and the RBI FAQ on purchase of immovable property (updated 6 April 2023) allows NRIs to buy property in India other than agricultural land, farmhouses or plantation property. Confirm your residential status with your bank if you have moved recently.

How do I pay for an Ahmedabad property from the Gulf?

Through Indian banking channels: a remittance from your Gulf bank account to India, or a payment from your NRE, FCNR(B) or NRO account. The RBI FAQ says traveller's cheques and foreign currency notes cannot be used. Keep every remittance record, because you will need them if you later sell and want to send the money abroad.

Do I have to fly to Ahmedabad to buy?

Not for every step. Shortlisting, video walkthroughs, family inspections and document review can happen while you are in the Gulf. Registration needs you in person or someone acting under a properly executed power of attorney; have a lawyer confirm the documents before you sign.

Can I check prices in riyals, dirhams or dinars?

PIKORUA's budget currency converter shows crore and lakh amounts in AED, USD, GBP, CAD, AUD and SGD at indicative rates. For Saudi riyal, Qatari riyal, Kuwaiti dinar, Omani rial or Bahraini dinar, use your bank's current rate, which is also the rate your remittance will actually get.
